Udo Kier wonderfully incarnates the eponymous neighbor in this sly black comedy filled with unexpected twists. It’s set circa 1960 in the remote Colombian countryside, where a cantankerous Holocaust survivor acquires a new German neighbor who bears a distinct resemblance to “Der Führer.”
